Amnesty means general pardon

A general pardon (or amnesty) is the waiver of criminal proceedings for certain acts by the supreme authority of a state. By an amnesty, one's deeds are completely blotted out. When it comes to a collective amnesty, it is called a general pardon. Amnesty can be granted to one person who has committed an offence, but also to a group of people who have committed an offence. Amnesty may also cover all criminal acts committed during a given period. Amnesty is a decision of the state (government) and is usually taken for political reasons.
