IPA means International Phonetic alphabet
In Dutch the International phonetic Alphabet is also used: it is a notation system for the customers in the Human speech prevention (to a large extent based on the Latin alphabet). In 1886, the system was compiled by a group of French and British language teachers, in 1888 it has been adapted to be uniform for all languages. After that, there have been adjustments, both adding (and taking away) symbols and other names for symbols.
