KLIC means cables and piping Information Center

The KLIC has become part of the Land Registry Office in 2008. The KLIC facilitates the provision of information on the location of cables and piping. When performing mechanical excavation work, you are obliged to request information about the location of any cables and piping at the count location at the Land Registry office. As a private individual you have to make a count report when using an excavator. If you are planning to dig a pond or place a fencing, it can be fine if you do a shovel, but when an excavator is involved you are obliged to report it to the Land Registry/KLIC.
