A tout is a trader
When the word tout is used, it is usually a trader with a somewhat bad reputation. Often words such as readies thief or Kwanselaar are used. It does not always have to be a faulty trader, it may be that the person is just looking very much at the pennies, but often it is a trader who does not entirely trade fair.
