Forming means composing
In the Netherlands, forming is mainly used after the second chamber elections, that is, the process of the cabinet formation begins. The King/queen of the country is asking for advice on a cabinet not to be formed. After that, 1 or more informants are appointed to investigate the possibility of the cabinet formations being possible to realize a cabinet with sufficient support in the room. The informateur carries out talks with the various group chairmen and reports to the King/queen. After this, negotiating with the group chairmen begins on the division of the Posts and the coalition of governments to be formed. The result is a concept-coalition agreement that Informateur again with the King/Queen lay down. The next step is to set up a formateur (often the future prime minister) to make everything in order.
