Halting means stopping at a stop
The stop is derived from (bus) stop. Not only stop buses, even when a train stops at a stop or a station, you can talk about stopping. A bus should only stop outside the built-up (the bus driver must determine if this can be safe), there are plenty of bus stops within the built-up.
