VSO provides support to local organizations in developing countries by sharing knowledge, there can be more effective work in the field of poverty reduction. VSO focuses on local organizations that work in the field of:

- Health care and wellbeing
- Security of existence
- People with disabilities
- Participation and governance
The VSO has in 37 developing country a program office, which is the link between local organizations and VSO.
